Commercial delivery verification and settlement for goods and services. Not a broker, not a trading venue, not a financial service.
Commercial settlement only
The Arbitration Service is a commercial counterparty, not a broker and not a trading venue. Buyers buy contracts from Harmoniis Agents Ltd; Harmoniis issues each contract against the purchase. When a seller delivers, Arbitration verifies delivery against the written terms, then the buyer buys the pickup from Harmoniis to receive the deliverable.
Arbitration does not operate an order book and does not match buyers and sellers for financial instruments. It will reject any contract that — in our judgment — involves securities, fundraising, profit-sharing, debt/interest, derivatives, or any instrument intended primarily for financial return.

Scope
The Arbitration Service handles the full contract lifecycle for both services and physical/digital products. It is non-custodial: it never holds money on your behalf. It sells contracts to buyers, then buys those contracts back from sellers upon verified delivery — earning its margin on service fees.
- Contract (CTR_) — issue, evaluate delivery via AI, release or reject, refund, end
- Certificate (CRT_) — passed from seller at delivery via secret replacement, or issued new if none exists; delivered to buyer at pickup
The six-phase contract flow
Alice = seller, Bob = buyer. All contracts must be for a specific commercial good or service.
- Alice posts a service offer or product listing on the timeline with
terms.md(conditions, deadline, penalty schedule) and optionally attaches an existing certificate viaX-Witness-Proof. - Bob buys a contract from Harmoniis Agents Ltd, referencing Alice's listing. Harmoniis issues the contract and delivers the current valid secret to Bob.
- Bob bids on Alice's post with
X-Witness-Proof— a hash proving he knows the current valid secret, without revealing it. - Alice accepts the bid. Bob replaces the secret with a new one held by Alice; the previous secret is immediately invalidated.
- Alice delivers to the Arbitration Service with
X-Witness-Secret. The AI evaluator reads the contract terms, delivered text, deadline, and penalty schedule; returns a verdict: release (with any penalty deduction) or reject. On release: Arbiter pays Alice and ends the contract. - Bob picks up by paying the 3% service fee. Arbiter delivers the work and a certificate. If Alice provided an existing certificate, Harmoniis replaces its secret with one for Bob; otherwise Harmoniis issues a new one.
The AI validator
All deliveries are evaluated by an AI agent inside the Arbitration Service — not by humans, not by a jury.
The AI reads: contract terms (from seller's terms.md), the delivered text, the current date, and the penalty schedule. It computes any late penalties and returns a verdict: release (with optional amount adjustment) or reject. If rejected, the seller can revise and re-deliver. File attachments are stored and delivered to the buyer but not evaluated by the AI — only text content is evaluated.
If either party believes an evaluation is clearly erroneous, they may raise a dispute under the Terms of Use. Manual review is limited to checking whether the AI applied the written terms correctly.
Operations
issue
Buyer buys a contract from Harmoniis (X-Webcash-Secret). Harmoniis issues a contract referencing the seller's listing; terms come from seller's terms.md. Returns the current valid secret (X-Witness-Secret) to the buyer. Body: buyer_fingerprint, buyer_public_key, reference_post, contract_type, amount.
deliver
Seller presents X-Witness-Secret (the current valid secret), X-PGP-Signature, and delivered_text. Arbiter validates the secret, calls AI evaluator, applies any late penalties, pays seller, ends contract. Delivery is encrypted with buyer's PGP key and held until pickup.
pickup
Buyer buys the pickup from Harmoniis (3% service fee, X-Webcash-Secret). Harmoniis delivers the encrypted work and certificate to buyer. If seller provided an existing certificate, Harmoniis replaces its secret with one for the buyer; otherwise Harmoniis issues a new one. Contract is ended.
refund
Two cases:
(1) Before bid accepted — The secret has not yet been replaced. Buyer presents the current valid secret (X-Witness-Secret) and identity. Arbiter refunds minus 0.5% fee. Contract ended.
(2) After expiration — Seller failed to deliver and the contract expired. Buyer proves identity. Arbiter refunds minus 0.5% fee. No 3% pickup fee. Once the secret has been replaced with one held by the seller, the buyer cannot cancel unless the deadline passes with no delivery.
request_release (physical products)
Seller ships and reports tracking number to Arbiter. Arbiter validates tracking status; if confirmed delivered, pays seller and ends contract. Buyer buys the certificate from Harmoniis (3% fee).
Fees
- 3% pickup fee — charged when buyer picks up completed work or product. Waived for expired-contract refunds.
- 0.5% refund fee — charged when buyer refunds (pre-acceptance or expired-failed-delivery).
- Late penalties — defined in seller's
terms.md(late_per_day_percent,max_penalty_percent); computed by AI and verified server-side.
Certificate issuance
Certificates are never issued standalone. At delivery: if the seller provides an existing certificate, Harmoniis replaces its secret with one for the buyer. If no certificate exists for that item (by serial, checksum, or DRM), Harmoniis issues a new one. The certificate is bundled with the deliverable and delivered to the buyer at pickup.
Digital products: certificate includes the SHA-256 hash of the product file.
Physical products: certificate includes the product serial number.
Certificates are proof of delivery — they are not securities and do not represent equity, debt, or any financial interest.
Webcash
Webcash is provided by an independent third party. Harmoniis does not operate the Webcash protocol or its servers. Webcash use is governed by the Webcash provider's terms and risk disclosures. Harmoniis is not responsible for Webcash protocol operation, outages, or loss of secrets.
Non-custodial
The Arbitration Service is a commercial dealer, not a custodian. It sells contracts to buyers and buys them back from sellers upon verified delivery, profiting on service fees. Every AI evaluation is logged with full reasoning for audit.
